The Netherlands
The end responsibility of DCA-VET is with the Board of the Foundation. The Board has delegated the overall monitoring of the organisation to the Executive Director. On October 1, 2008, Ab Emmerzaal has been appointed as Executive Director of DCA-VET in succession to Bram Schreuder. Ab Emmerzaal works mainly from the head office in the Netherlands, together with Office manager Ria Heuckeroth and PR & Program officer Marjolein Munsterman. From here the DCA-VET programmes in Afghanistan are supervised and supported.
The Board outlines the DCA-VET policy with support and advice of the Advisory Board.
Afghanistan

In Afghanistan, Raymond Briscoe, DCA-VET's Country Programme Director, is in command. In the framework of the ASAP-project, he is head of the Afghan DCA-VET staff. He is assisted by the Deputy Director Field Operations (Dr Abdul Qader Fakhri) and the Deputy Director Finance and General Operations (Fazal Hafeez). At this moment (November 2009), the Afghan staff of DCA-VET exists of about 150 people, among whom are five expats and 145 resident employees.
The Dutch headquarters is situated in Lelystad. DCA-VET has three offices in Afghanistan: the Afghan headquarters in Kabul, and a regional office in Herat and in Mazar-i-Sharif. The staff in the Netherlands consists of four part time workers, amongst which is the Executive Director.

Locations
The general headquarters of DCA-VET is located in Lelystad, the Netherlands.
The Afghan head office is situated in Kabul, with two regional offices in Herat and Mazar-i-Sharif. A DCA-VET sub office is set up in Faizabad (Badakhshan). In 2009, a DCA provincial coordinator started working in Uruzgan.
DCA-VET training centres can be found in Charikar (80 km north of Kabul ), and in the DCA regional Veterinary Support and Training Centres in Herat and Mazar-i-Sharif.
